Enactment of welfare legislation for the Domestic Workers announced by the Government

New Delhi: For providing social security benefits and regulating conditions of working of the Domestic Workers, the Central Government is planning to provide for a legislation.

As per information reviled from the Lok Sabha on Today (i.e. Monday 20th April), the current Government is contemplating to have a law on the issue of regulation of working conditions and social security benefits provisions to the Domestic Workers.

It was said by the Union Labour Minister, Mr. Bandaru Dattatreya that the memorandum containing request to have enactment of comprehensive law on the issue of regulating the working conditions of the Domestic workers and providing social security benefits to them, was submitted to the concerned Government by the National Platform for Domestic Workers. Mr. Bandaru Dattatreya, further said that their Department is actively considering that to take the concerned Draft to the Cabinet as the Government is now considering National Policy for Domestic Workers.

According to the result of the Employment – Unemployment Survey (EUS) of the National Sample Survey Organisation, there were 41. 3 lakh domestic workers who were employed in the Country during the years 2011- 12 out of whom there was a majority of Domestic Workers from the Women Group the estimated number of which was 27.9 lakh, as per the Union Labour Minister. He further, said that there is no separate law for regulating and protecting the interest of such Domestic Workers.

There was an initiative taken by the Central Government by giving advice to the State Governments for taking reasonable steps of registering the Placement Agencies, which are providing for such Domestic Workers in the Country. Also there was an advice by the Centre to the State Governments and also to the administrations of the Union territories for taking such effective necessary steps to include under the Employment schedule of the Domestic Work and also to fix thereof the minimum wages for the workers in domestic fields.

Also there is an enactment of the Government with the name and title as the Unorganised Workers Social Security Act, 2008 which is to provide for Social Security Benefits for the Unorganised Workers which is including domestic workers as stated by Mr. Bandaru Dattatreya.
