It is for the first time in over the three consistent decades, the Bill one of Private member is passed in Rajya Sabha on this Friday, by unanimously endorsing through the voice Votes. The proposed Bill is being one for the purpose of promoting the rights of Transgenders (third gender community) and also for their reservations and financial aid.
There were many strong attempts made by Mr. Arun Jaitley, Finance Minister and Mr. Thawar Chand Gehlot, Social Justice and Empowerment Minister to dissuade the DMK’s Member of Parliament, Tiruchi Siva, from moving the concerned Bill, saying that many issues were yet to be resolved among various Ministers relating to the concerned subject. However, the proposal of Mr. Thawar Chand Gehlot where he had assured that the Government would come out with its own comprehensive Bill on the concerned subject, was rejected by Tiruchi Siva.
It was contention from the side of the Government that the House should not be divided over such an issue. And further the honourable minister from Government side said that the Government will bring a policy i.e. a Bill which will express the sentiment of the House and the House will agree to that sentiment by its voice vote, as per Mr. Arun Jaitley, earlier to the movement house unanimously passed the Bill.
It was also seen in the recent past that the Members of Parliament from BJP party were insisting that the concerned Bill should be withdrawn, also Mr. Gehlot appeared saying that the Government being ‘Positive’ which would implement the policies ensuring the welfare of the Transgender Community.
Mr. Gehlot again found saying that the Government has agreed with Bill on ‘emotional’ level. He said the matter has involved some impracticalities due to involvement of number of Ministries.
As per Tiruch Siva, there are 29 nations having laws on the issue of controlling the rights of the Transgender Persons as a result of gaining importance by gender equality even under the International laws.
Further, Siva has pointed that there are 4.5 lakh in number the Transgender persons in the Country as per statistics, but there could be around 20 to 25 lakh of such persons in country actually.
Supporting DMK’s M P, Siva, the Congress leader, Renuka Chowdhury, remarked telling the Treasury Benches that, if the Bill will pass, then they will get the credit.
